Rodriguez is only 23, so he might not be ready for a world title fight, especially having lost earlier in the year, but he has had 24 fights.

Acosta is the more experienced fighter, he is in his prime, is the puncher by far, and he is the proven fighter at this level, Rodriguez's chin hasn't been tested, Mexican's usually walk through punches, but Acosta has top level power it seems.
